Persbericht: Dringend hulp nodig voor kalfsvleessector

Wegens de coronacrisis moet Brussel tijdelijk de opslag van overtollig kalfsvlees in koelhuizen vergoeden. Die dringende oproep doen Europarlementariërs Peter van Dalen (ChristenUnie), Annie Schreijer-Pierik (CDA) en Bert-Jan Ruissen (SGP) in een gezamenlijke brandbrief aan Eurocommissaris Janusz Wojciechowski van Landbouw.

Door de crisis is de vraag naar kalfsvlees met 40 procent gedaald. Veel veehouders en bedrijven kampen met een groeiende voorraad van dit vlees, met hoge kosten tot gevolg. Veel andere landbouwsectoren hebben wel hulp gekregen, zoals subsidie voor opslag tot betere tijden. Peter van Dalen (ChristenUnie): “De Europese Unie vergoedt voor een reeks landbouwproducten, maar ook voor vis en producten uit de aquacultuur, de kosten voor opslag. Gelijke monniken, gelijke kappen dus: daarom ook die steun voor de kalfsvleessector!”

De Europarlementariërs betreuren ten zeerste dat de Europese kalfsvleessector niet is opgenomen in het ondersteuningspakket van de Europese Commissie voor markten die nu getroffen worden door de coronacrisis. Kalfsvlees wordt normaal gesproken veel verkocht aan de horeca en juist daar wordt nu vrijwel niets afgenomen. Veehouders spelen op deze situatie in door minder te slachten en kalveren ouder te laten worden, maar dat is maar beperkt mogelijk.

Bert-Jan Ruissen (SGP), lid van de Europarlementscommissie voor Landbouw: “We zien geen enkele reden waarom deze sector buiten de Brusselse steunregeling is gevallen. We moeten deze sector overeind houden, ook gezien het grote belang voor de Nederlandse landbouw.”

In de brief schrijven de drie dat gesubsidieerde private opslag absoluut noodzakelijk is om ernstige problemen met het dierenwelzijn op producentenbedrijven en een aanzienlijk structureel verlies van kalfsvlees te voorkomen. Annie Schreijer-Pierik (CDA): “Kalverhouders worden keihard geraakt door deze crisis. De kalversector is een cruciale schakel in de Europese zuivelketen en onmisbaar voor de melkveehouderij in de EU. Ze heeft tijdens de ernstige zuivelcrisis van 2015-2016 een ongeëvenaarde solidaire bijdrage geleverd aan stabilisering van de Europese zuivelmarkt. De Europese Commissie moet daarom nu ook met spoed komen met een regeling voor particuliere opslag van kalfsvlees.”

Lees hieronder de Engelse brief aan Eurocommissaris Janusz Wojciechowski van Landbouw:

Dear Commissioner,

The Commission is taking action and proposes several additional exceptional measures to further support agricultural and food markets affected by the corona crisis. The entire EU agri-food sector has proven its strategic importance for food security and continued supplies in this unprecedented crisis. Some markets have been particularly hit by its consequences, including the veal sector. We have taken note of the market support package for the meat sector hit by the COVID-19 crisis. We regard this package as a first step for supporting the markets and helping the market operators to mitigate the serious problems facing them.

However, as Members of the European Parliament we strongly regret that the European veal sector is not included in the support package of the Commission. This sector is particularly affected by and suffering from the impact of the COVID-19 lock down measures all over Europe, being highly dependent on the HoReCa sector.

With a loss of about 40% of its normal sales, the situation is worsening every week. We have understood that the sector is taking itself some measures to adapt to the new market situation by scaling down production and producing older animals.  This does already bring significant costs for the operators in the veal chain.

However, the sector throughout the EU will not be able to continue doing so for a longer time. 

Commissioner, in order to prevent serious animal welfare problems from increasing on producer farms and in order to prevent a significant structural loss of veal production volume, an Aids to Private Storage (APS) scheme for the veal sector is absolutely imperative, required and necessary. Such a scheme will immediately contribute to solving the current and most urgent problems. APS volumes could be perfectly placed on the market later this year as currently the sector is (temporarily) placing less young calves in the production farms which will lead to reduced production levels later this year. An APS scheme for the veal sector will lead to a decrease of available supply on the market and rebalance the market on the long-term.

Structural disappearance of production facilities because of the current crisis would also result into significant long-term problems for the entire dairy sector in all Member States, should the EU veal sector in future no longer be able to use the same volumes of skimmed milk powder, whey powder and young calves because of a significant smaller EU veal sector. We already fear that the lower input of young calves for veal production, will lead to animal welfare problems on dairy farms. Given our concerns regarding these problems and the necessity to assist the veal sector as soon as possible, we consider attempts to link the urgently required activation of the mentioned crisis measures to discussions on the transport of unweaned calves highly inappropriate and misplaced. During the dairy crisis of 2015-2016 the role of the veal sector and veal farmers was one of excellent cooperation with the Commission, of solidarity and was absolutely pivotal to the entire EU dairy chain. It is therefore imperative that the Commission itself act accordingly now.

Commissioner, we call upon you to open an APS scheme for veal as soon as possible!
