Afgelopen december stelden Jeanine Hennis-Plasschaert (ALDE), Corien Wortmann-Kool (PPE) en Peter van Dalen (ECR) gezamenlijk vragen over de crisis in de binnenvaart. De antwoorden van de commissie zijn hier te vinden.

Betreft: Crisis in de binnenvaart
De economie in Europa verkeert in een zware crisis die voor de binnenvaart desastreuze gevolgen zal hebben door het geringe adaptatievermogen in geval van sterke conjunctuurschommelingen.
Investeringen in de binnenvaart kennen lange aanlooptermijnen vanwege het karakter van de productiemiddelen, i.c. de schepen, en vergen daarom een lange termijnvisie met het oog op duurzaamheid, milieuvriendelijkheid en congestieproblemen elders. Zonder flankerende maatregelen dreigt nu door extreme vraaguitval op korte termijn een groot aantal faillissementen, wat tot een jarenlange stilstand en zelfs achteruitgang zal leiden, hetgeen de duurzaamheidsdoelstellingen van het EU transportbeleid doorkruist.
1. Is het de Commissie bekend dat de binnenvaart als gevolg van de conjuncturele crisis door de sectorstructuur ook structureel in een crisis dreigt te belanden?
1. De Commissie is zich bewust van de gevolgen van de economische en financiële crisis voor de binnenvaart. Of de crisis door de structuur van de sector ook structurele gevolgen heeft, wordt verder onderzocht.
2. Deelt de Commissie de mening dat deze crisis zal leiden tot een voor de sector desastreuze ontwikkeling waardoor de innovatiekracht, veiligheid en duurzaamheid van het goederentransport over de binnenwateren in gevaar komen?
2. De Commissie is zich ervan bewust dat de economische en financiële crisis eveneens gevolgen heeft voor de investeringsactiviteit in vele sectoren. Om het vertrouwen van de markt te herstellen en de economische groei te stimuleren, heeft de Commissie reeds eind 2008 het Europees economisch herstelplan (EERP) gelanceerd. In dit verband heeft de Commissie aanvullende en tijdelijke steunmaatregelen toegestaan om het verstrekken van leningen aan ondernemingen weer op gang te brengen en investeringen aan te moedigen. Deze steunmaatregelen gelden eveneens voor de vervoersector, met inbegrip van de binnenvaart.
3. Erkent de Commissie dat een transparant en actueel marktobservatiesysteem met prognoses voor de middellange termijn bijdraagt aan betere investeringsbeslissingen en ziet de Commissie in dat het huidige door haar geïnitieerde marktobservatiesysteem nie volledig aan bovengenoemde voorwaarden voldoet?

De Commissie bouwt momenteel in samenwerking met de Centrale Commissie voor de Rijnvaart (CCNR) een marktobservatiesysteem uit voor het vervoer over de binnenwateren om actuele en ter zake relevante informatie te verkrijgen over de stand van zaken en de recente (macro economische) ontwikkelingen op de binnenvaartmarkt. Het systeem bevindt zich in zijn opbouwfase en is voornamelijk afhankelijk van door de bureaus voor de statistiek verstrekte gegevens. Opgemerkt dient te worden dat het systeem niet is gericht op het verstrekken van informatie aan marktdeelnemers ter ondersteuning van hun investerings- en andere marktbeslissingen.

Erkent de Commissie dat aanvullende maatregelen voor de binnenvaart in deze periode nodig zijn om duurzaamheid, veiligheid, innovatiekracht en de mogelijkheid tot inspelen op toekomstige ontwikkelingen te bevorderen, en dat het achterwege blijven hiervan een jarenlange stilstand tot gevolg zal hebben?
4. Deze vraag wordt beantwoord in de tweede paragraaf.
5. Erkent de Commissie dat de binnenvaart door haar structuur niet in staat is om, anders dan door kapitaalvernietiging, tot sanering te komen en erkent de Commissie voorts dat een oplegregeling de binnenvaart kansen biedt dit te voorkomen?
5. De binnenvaart is volledig geliberaliseerd en binnen de mededingingsregels vrij in zijn marktbesluiten. Op basis van wat momenteel bekend is over dit onderwerp kan de Commissie niet zeggen of een oplegregeling een gepaste manier is om de effecten van de economische recessie op de binnenvaart tegen te gaan.
6. Deelt de Commissie de mening dat een oplegregeling een tijdelijke maatregel is en dat het tijdelijke karakter zoveel mogelijk beperkt moet worden door het instellen van structurele maatregelen?
6. De Commissie is zich bewust van de discussie in delen van de binnenvaart om op vrijwillige basis een oplegregeling uit te werken. De laatste bijzonderheden van een dergelijk plan zijn echter nog niet bekend en het plan is evenmin voorgesteld aan de Commissie. Een dergelijk plan dient in overeenstemming te zijn met de mededingingsregels van de EU.
7. Is de Commissie bereid haar steun te verlenen aan het activeren van het crisisinstrument zoals bedoeld in Richtlijn 96/75/EG ?
7. In samenwerking met de lidstaten en de betrokken sector zal de Commissie de economische situatie op de binnenvaartmarkt en de voorspellingen op korte en middellange termijn analyseren. Daarna zal de Commissie in samenspraak met de lidstaten overeenkomstig de daarvoor vastgestelde procedure besluiten of er sprake is van een ernstige verstoring van de markt in de zin van Richtlijn 96/75/EG en, indien dit het geval is, welke passende maatregelen dienen te worden genomen.
